The Scioto County Board of Developmental Disabilities (SCBDD) will now be sharing superintendent duties with the Lawrence County Board of Developmental Disabilities (LCBDD), a decision made by the two boards last week.
“At the Aug. 30 special meeting of the Scioto County Board of Developmental Disabilities, a shared services agreement was approved,” SCBDD Community Relations Coordinator Lori McNelly stated. “This allows SCDD Superintendent Julie Monroe to serve the Lawrence County Board of Developmental Disabilities (LCBDD) as interim superintendent. The agreement, in place for 90 days, calls for Monroe to serve on-site at LCBDD two days per week. LCBDD will reimburse Scioto County for the services.”
The sharing of a superintendent is fully back by Ohio law as explained under Ohio Revised Code (ORC) 5126.0219(A) and (B). McNelly further explained that such sharing occurs throughout the state both on an interim and permanent basis. The agreement was made with the assistance of the Ohio Association of County Boards of DD.
“The Scioto County Board of Developmental Disabilities is confident the administrative team in place is able to manage the day-to-day operations of the programs on the days Monroe is serving in Lawrence County,” a statement from SCBDD further stated.
SCBDD officially hired Monroe as superintendent during a special session on August 7, 2014. The board had been searching for a new superintendent for seven months prior to making the decision. Monroe had been with SCBDD for 15 years, serving as communication director. She then took over as interim superintendent prior to being offered the permanent position. She has now served as the SCBDD superintendent for more than three years.
