Bypass is 15 percent constructed

From atop a hillside just west of Flatwood-Fallen Timber Road, you can see the footprint of the new S.R. 823 alignment as it stretches into the valley toward U.S. 23 and the interchange at Lucasville.

The Southern Ohio Veterans Memorial Highway is 15 percent constructed.

The $429 million highway construction project has been under development for several months.

When asked how much of the project is complete Kathleen Fuller, ODOT District 9 Public Information Officer, said roughly 15 percent.

“If you go up Lucasville Minford Road where our field offices are, you can see a lot of work going on where the interchange will be. That amount of work alone is tremendous,” Fuller said. “You can really see the footprint of the new road.”

Before construction on the highway began ODOT hired Portsmouth Gateway Group (PGG) to be the project developer.

Once constructed the Southern Ohio Veterans Memorial Highway will be 17.3 miles, four-lane divided, limited access highway.

In total the roadway will have 72 lane-miles.

There will be five major interchanges with two partial interchanges.

The roadway is anticipated to have an average daily traffic of up to 14,500 vehicles.

The speed limit of the roadway at 70 miles per hour.

In total the project will cost $1.2 billion, the United States Department of Transportation provided the project with a $209 million loan.

There will be an estimated 25 million cubic yards of excavation, to make way for the roadway.

The tallest bridge on the highway will be over 124 feet, with culverts along the roadway as long as 900 feet and as deep as 190 feet.

ODOT along with members of the Portsmouth Gateway Group have established an office along Lucasville Minford Road for the project.

Fuller said on any given day there are roughly 200 people working on all aspects of the project.

As a part of the project all culverts on township and county roads affected by the project will be replaced over the course of the project.

There will be 85 culverts equal to nearly five miles long.

In making room for the highway some blasting work will need to be done.

There will be 400 semi-truck loads of explosives used, 260 miles of holes drilled for blasting.

There will be 4.5 million pounds of rebar used, 402,200 tons of asphalt and 24,520 cubic yards of concrete used.

The current schedule for opening the road to traffic is slated for Dec. 18, 2018.

Fuller said the current work schedule has crews working throughout the winter, as weather permits the project is a 16-mile, limited access, four-lane highway that will bypass about 26 miles of U.S. 52 and U.S. 23 in Portsmouth.

Once completed, ODOT estimates it will reduce travel time by 16 minutes compared to the alternative routes in the area.

After completion the Portsmouth Gateway Group will operate and maintain the project for up to 35 years.
